China: NDRC announces sliding-scale duty cotton quotas for 2019
National Development and Reform Commission announced officially on April 12 that additional 800kt of sliding-scale duty quotas of cotton would be allocated this year, in order to guarantee the cotton demand for textile enterprises. 

The quotas are all to the non-state enterprises, with no difference of processing trade quotas and ordinary trade quotas, and appliers can choose the terms of trade by themselves. The application date is from April 15 to April 29, 2019.
