India issues the first anti-dumping sunset review of Elastomeric Filament Yarn originating in or imported from Chinese mainland, South Korea, Vietnam and Taiwan, China
 On February 1, 2022, the Ministry of Commerce and Industry of India issued an announcement stating that the first anti-dumping sunset review of Elastomeric Filament Yarn originating in or imported from Chinese mainland, South Korea, Vietnam and Taiwan, China, was finalized affirmatively. It is recommended to continue to impose 5-year anti-dumping duties on the products involved in the following countries and regions, which are US$3.34/kg in Chinese mainland,, US$0-1.90/kg in South Korea, US$0.36-2.16/kg in Vietnam, and US$2.40/kg in Taiwan, China. This case involves products under Indian customs code 5404. The products involved are elastic filament yarns of 150 denier or less, except for colored yarns and beam-type elastic yarns.

 

On January 27, 2016, the Ministry of Commerce and Industry of India issued an announcement to initiate anti-dumping investigations on elastic yarns originating in or imported from Chinese mainland, South Korea, Vietnam and Taiwan, China, involving products under items 54041100, 54024400 and 54026990. On March 24, 2017, the Ministry of Commerce and Industry of India made a final affirmative anti-dumping ruling on the case. On May 3, 2017, the Ministry of Finance of India issued Circular No. 15/2017-Customs (ADD), imposing USD0.48-3.34/kg, USD0-1.90/kg, USD0.36-2.16/kg and USD2.4/kg of anti-dumping tariff on the products from Chinese mainland, South Korea, Vietnam and Taiwan, China, valid for 5 years, until May 2, 2022.

 

On June 30, 2021, in response to an application submitted by Indian company Indorama India Private Limited, the Ministry of Commerce and Industry of India initiated the first anti-dumping sunset review on elastic yarns originating in or imported from Chinese mainland, South Korea, Vietnam and Taiwan. Investigation, involving products under 5404 1100, 5402 4400 and 5402 6990. According to GTF data, during the dumping investigation period from January 2020 to December 2020, China exported about 14.92 million US dollars of products involved in India, a year-on-year decrease of 14.98%. During the damage investigation period: exports in 2017 were US$13.676 million, down 14.58% year-on-year; exports in 2018 were US$14.862 million, up 8.67% year-on-year; exports in 2019 were US$17.561 million, up 18.16% year-on-year. In order to assist enterprises in responding to the lawsuit, on July 8, 2021, an online response coordination meeting was held on this case. Due to the low willingness of enterprises to respond to the lawsuit, this case was ultimately unable to organize an industry defense.
